P'yat director's order dismissing plea for Areal sarpanch removal challenged

A resident of Sao Jose de Areal has challenged the order of the Panchayat director dismissing a petition for the removal of then Areal Sarpanch Julio Monteiro.

In his appeal petition filed before the South Goa district court, Menino Santan Fernandes has prayed to the court to call the records and proceedings before the Director of Panchayats (DoP) and set aside and quash the order of the Panchayat director.

Menino said the order passed by the Panchayat director Gurudas Pilarnekar is biased, bad in law and politically motivated on grounds that the director took five long months from July 5, 2015 to November 17 last to pass the order after filing of writing arguments.

He further said the DoP order does not whisper anything about the letter written by the then Areal sarpanch to turn the private open spaces into a playground under the MPLAD scheme without the consent of the residents.

While Menino had called for the removal of sarpanch Julio for remiss of duties, the Panchayat director, in his order had stated that the petitioner did not prove that the sarpanch had abused or misused his powers or in any way committed remiss of duties while performing the duties as sarpanch of the Village Panchayat of Sao Jose de Areal.
