Owner gets notice for unapproved alterations and disturbance

Following an uproar at the last gram sabha and based on an inspection, the Aquem Baixo village panchayat has issued a notice to the owner of a pathological lab to show cause why the trade licence should not be revoked for allegedly violating the terms and conditions laid down in the Provisional NOC as well as final trade establishment licence.
While asking the owner to show cause within 10 days, the panchayat has warned that failure to reply to the notice would force to revoke the trade licences and action in terms of Sec 66(3) of the Goa Panchayat Raj Act 1994 will be initiated against you in this matter.
In the notice, the panchayat has pointed out that the body had received a complaint dated October 24, 2025 from the residents of Ghantamorod through Viraj Gadkari raising objection to the pathological lab in a residential locality.
The panchayat further pointed out that a joint site inspection was carried out on November 14, 2025 had allegedly revealed structural changes within the residential premises, without any permission from the competent authorities. Besides, residents strongly objected to the laboratory without proper parking. “It was also observed that there are alterations and changes carried out without maintaining proper setback. Further all the villagers opposed the commercial activities causing nuisance and disturbance in the vicinity,” the show cause notice stated.
After the site inspection report was placed in the body meeting held on November 25, 2025, it was unanimously resolved to issue show cause notice to revoke the trade licence on ground that the owner has failed to abide by the conditions laid down at Point No. 5 & 10 mentioned in the provisional NOC as well as points No. 8 & 26 mentioned in the final trade establishment licence.
