Curbing crime: Assistance from public key for effective policing

A spate of audacious crimes reported across Goa in recent days has reportedly sparked concerns over what appears to be a steady breakdown of law and order in the State. It was reported that members of the public helped police nab fleeing chain snatchers in Merces. The two suspects were escaping on a motorcycle when the police chased them, and with the help of the public, managed to catch one of them. However, the other accused fled and was apprehended after a search operation by the police as well as the public. 

It must be said that the public can play a vital role in assisting the police in apprehending thieves. The police cannot be at all places all the time; hence, citizens can be the ‘eyes’ and ‘ears’ of the police department. This can be achieved through various means, including reporting suspicious activity, providing information, and even assisting in citizens' arrests when appropriate and safe. Citizens need to provide the police with any details they may have about a crime. 

However, it is not advisable for members of the public to physically apprehend an anti-social element on the run. For one, the citizens won’t know if the suspect is armed, as they could possess a knife or a gun. However, citizens can report crimes or suspicious activities to the police by calling the local police station or using the emergency number.

When reporting, detailed information about the crime, including descriptions of suspects, vehicles, or weapons, can be crucial for investigations. There may be instances when citizens do not get involved in reporting a crime out of concern for having to make several rounds to the police station. Nevertheless, in some cases, reporting can be done anonymously through designated helplines, thereby ensuring the safety and privacy of the informant. 

Providing statements or testimonies to the police, if requested, can help build a case against the offender. A citizen is obligated to assist a police officer in making an arrest or preventing the escape of a person who is lawfully arrested. The most effective way to reduce theft and improve public safety is through collaboration between the public and law enforcement.
