Office is cramped and congested; hardly any sitting place for visitors

This public office appears cramped. There is hardly anyventilation. People who come to the office find no place to sit. And the officestaff hardly pays attention to you.
Welcome to the Mamlatdar office of the Tiswadi taluka.
Located on the ground floor of the Collectorate building ofNorth Goa, the Mamlatdar office of Tiswadi taluka proudly caters to more than1.5 lakh people and is one of the most crowded offices in the State.
But ironically it is the most congested office therebycausing hardship not only to the daily visitors but to the office staff too.
The office gets flooded with applications for residentialcertificates, but sadly the applicants fail to collect their certificates bythe end of the day.
The office receives around 250 to 300 applications onregular basis and the officers ensure to clear them all. But still around 400certificates remain unclaimed in the office.
“My office is overburden with application of residentialcertificate, which is required for all the newly introduced schemes like LadliLaxmi, Seafarer, and Griha Aadhar scheme etc. Our problem is not theapplications of certificate but despite putting hard work, the applicants areleast bothered to come and collect the certificates,” said Sudhir Kerkar,Mamltdar of Tiswadi.
Space constraint and improper ventilation besides hardly anysitting arrangement for visitors coupled with overburdened staff are some ofthe major problems faced by the public visiting the office of the TiswadiMamltdar.
“The Mamlatdar office is very small. Sometimes there ishardly any space even to stand, especially in the morning as many people cometo the office for their work. Government should either shift the office to someother place or try to decongest the office,” said Shyam Naik, a resident ofCurca.
“The first problem an ordinary citizen visiting themamlatdar office faces is parking. The office has no parking space and sopeople have to park their vehicles at some other place,” said Peter Fernandes,local from Santa Cruz.
Due to lack of space important files and documents are keptin cupboards, located in the corridors of the office.
The concerned officers have time and again requested theirseniors the need for more space but all their pleas have fallen on deaf ears.
“This office is very small compared to the number of peoplevisiting here every day. Two months back we had approached the Collectorinforming him that there is space constraint,” the Tiswadi Mamltdar said.
“Since past sixmonths the post of Awal Karkun (AK) is vacant which is hampering the dailywork. It’s not the first time that this post has fallen vacant. In 2011 for tenmonths the post was vacant due to which my staff remained overburdened,” headded.
Currently the staff strength of 39 is overburdened withwork, as those who were promoted are yet to be replaced.
