Six months after the announcement, the State government formulated and officially launched the “Manohar Parrikar Yuva Scientist Award” (MPYSA).

This prestigious national-level award aims to recognise and honour young scientists who have demonstrated exceptional accomplishments in the field of science.

The annual award will include a cash prize of Rs 5 lakh subject to the availability of funds in the annual budget of the Department of Science and Technology and Waste Management, which will be responsible for implementing the scheme.

According to a notification published on Friday, the primary objective of the scheme is to encourage, identify, and acknowledge Indian scientists who have excelled in the domains of science, technology, and innovation.

“The MPYSA will be awarded annually to a Scientist, in memory of the late Chief Minister of Goa and Defence Minister of India, Manohar Parrikar, who himself was a Technocrat and had a love for Science and Technology. He used Science and Technology for developmental projects in the State of Goa,” reads the notification.

The age of the applicant for the award shall not exceed 35 years as of the date of application for the award and students, startups, innovators, research faculty and scientists are eligible to apply under this Scheme.

The scheme, which will consist of one award per financial year, will be based on the recommendations of the Expert Committee for the MPYSA. This committee will comprise a Chairman and four members.

In a separate order, the State government nominated 13 members to the Goa State Research Foundation (GSRF) -- constituted in lines of the National Research Foundation -- which will be a part of the implementation of the National Education Policy (NEP) 2020 in the State.

In addition to academicians, the GSRF also has industry representatives and representatives of organizations such as the National Institute of Oceanography, National Centre for Polar and Ocean Research, and Indian Agricultural Research Institute on board.
