NGOs seek fresh date to make Finance Commission submission

The short notice given to the non-governmental Organisations for the consultations with the 

3rd Goa Finance Commission has prompted activists and NGOs to call for fresh opportunity to make an effective submission before the Finance Commission.

Dr. Y. Durga Prasad, Member Secretary, 3rd Goa State Finance Commission had in a letter to the Panchayat Director dated October 4 had stated that the Central Finance Commissions and State Finance Commissions follow a convention of meeting the NGOs which are actively functioning in the State. 

In this respect, he stated that the 3rd Goa State Finance Commission desires to have the consultations with the Non-Government Organizations (NGOs) which are actively participating in Village Panchayat Development activities on October 12 (Thursday) from 11.00 am onwards in the Chamber of the Chairman, 1" floor, Pandit Deendayal Upadhyay Bhavan, Porvorim, Bardez-Goa.

The Panchayat authorities were requested to communicate the same to all NGOs under intimation to this Commission. 

Incidentally, the office of the Panchayat Director issued a memorandum to the taluka Block Development Officer on October 9 directing the BDOs to instruct the Village Panchayats within their jurisdiction to request the Non- Government Organizations (NGOs) which are actively participating in to attend meeting Village Development activities on 12/10/2023 (Thursday) from 11.00 am in the Chamber of the Chairman, Pandit Deendayal Upadhyay Bhavan, Near Pundalik Devasthan, "B" Wing, 1st Floor, Porvorim.

GOACAN coordinator Roland Martins, however, has expressed his concern & disappointment at the short notice provided to NGOs to present their views to the 3rd Goa State Finance Commission.

“Although the letter dated 4th October was marked as Most Urgent it is sad that the Directorate of Panchayats has issued its  Memorandum to the concerned BDOs on 9th October and it has got circulated only on 10th October, thereby giving just a two day notice for the consultation”, he said.

He said GOACAN has called for a fresh opportunity be provided to NGOs so that they can make an effective submission before the Finance Commission
