3 p’yats in Bardez yet to set up material recovery facility

All 33 village panchayats in Bardez have taken a series of steps to set up the material recovery facility (MRF), but only 21 panchayats have actually established the facility while in nine panchayats it’s pending for e-tendering and three panchayats are yet to set up the facility.

While two panchayats are facing issues over land, one has been facing problems in obtaining NOC from the comunidade.

The Bastora village panchayat has identified land belonging to the local comunidade to set up the MRF, but the decision has been pending with the director of panchayats as the comunidade was yet to issue irrecoverable NOC to the panchayat.

Similarly, two panchayats -- Aldona and Pomburpa -- were facing issues of land and therefore, there was a delay in setting up the facility.

The issue gains significance as the High Court of Bombay at Goa has been monitoring the setting up of the MRFs and even directed some village panchayats to stop issuing construction licenses until the facility was built.

“So far 21 panchayats have established the MRFs within its jurisdiction. The size of some of the MRFs may be small but the facility is there and they are all operational,” said Shiv Prasad Naik, BDO of Bardez.

“The panchayats of Pomburpa and Aldona have land issues but talks are on with the local comunidades,” he added.

The process of setting up the material recovery facility in the panchayats of Moira, Parra, Pilerne-Marra, Saligao, Assonora, Salvador-do-Mundo, Siolim-Sodiem, Camurlim and Nadora has been set in motion and is pending at the e-tendering stage.

According to the BDO, in Nadora panchayat, the facility is expected to come up soon as the estimated amount was small and it did not require e-tendering.

“In the case of Nadora, only the work order needs to be issued. We are waiting for the code of conduct to be lifted so that the work order can be issued,” he said.

The 21 village panchayats of Colvale, Candolim, Assagao, Nachinola, Calangute, Penha-de-Franca, Oxel, Revora, Reis Magos, Siolim-Marna, Tivim, Sirsaim, Socorro, Ucassaim, Verla-Canca, Nerul, Sangolda, Guirim, Pirna, Anjuna-Caisua and Arpora-Nagoa have constructed the MRF shed till date.


19 panchayats send wet waste to Saligao plant

More than 50 per cent of the total 33 panchayats in Bardez send their wet waste to Saligao solid waste management plant for treatment.

Wet waste of 19 panchayats, mostly from the coastal belt, is treated at the Saligao waste treatment plant.

The panchayats of Assonora, Bastora, Camurlim, Colvale, Nachinola, Nadora, Oxel, Pirna, Pomburpa, Revora, Siolim-Sodiem, Sirsaim, Tivim and Ucassaim do not send their wet waste to Saligao treatment plant.

According to an official, these panchayats encourage the locals to treat their waste in their backyard.

“We have impressed some of the panchayats to build composting pits in their backyard,” the official said.
