Child tracking system under Sarva Shiksha

Plans are afoot to implement Child Tracking System under Goa Sarva Shiksha Abhiyan (SSA) from academic year 2016-17.

This is one of the key plans as per SSA’s Annual Work Plan and Budget for 2016-17, which was presented to the Union Ministry of Human Resource Development (MHRD).

Under this system, child-wise data would be created, which would help in tracking children especially in case of migrant children. SSA plans to complete this exercise by January 2017.

Speaking to The Goan, SSA State Project Director Anil Powar said, “We will give a particular code to the child which will help in tracking the child. This will happen only when every child is enrolled with Aadhar number. There will be no duplication and it will be easier for identification.”

SSA also plans to implement ‘Shaala Siddhi’ under which all schools will conduct self-assessment and an external evaluation of sample schools will be conducted.

“Under ‘Shaala Siddhi’, every school will be evaluated as a unit”, said Powar.

Nonetheless, SSA is looking at effective implementation of ‘Padhe Bharat, Badhe Bharat’ to achieve an outcome of 80 per cent of all children from Standard I to V in government schools. This will include capacity building of teachers, developing learning material, adopting approaches like ABL and involving NGOs and volunteers in implementing co-scholastic activities with children.

SSA has also committed to promote twinning of schools as far as possible and also promote cultural integration within all schools.

The SSA has however suggested that there is dire need of constructing compound walls at least in 20 schools out of the 31 that have been proposed.

With regard to major issues in schools, SSA has also informed MHRD that there are 295 (33.63%) single-teacher primary schools and more than 800 surplus teachers in 500 schools in the State at primary and upper primary level. Moreover, more than 84 per cent of government and aided schools have an enrolment of less than 50 students.
