3-year scheme promises fiscal support, but with 60% Goan workforce participation

More than two years after launching Goa Logistics and Warehousing Policy, 2023, the State has now notified an incentive scheme, wherein the logistics or warehouse would be eligible for full benefit subject to 60 per cent or more Goan employment.
The government has notified the Goa State Logistics and Warehousing Incentives Scheme, 2025 – the one approved by the cabinet last month – to develop an ecosystem for industry stakeholders by creating opportunities in Logistics and Warehousing sector, to instrument in achieving growth rates that are much higher than existing ones and also to create sustainable employment opportunity for Goans.
“Based on the Goa Logistics and Warehousing Policy, 2023, the Government of Goa is pleased to notify the ‘Goa State Logistics & Warehousing Incentives Scheme, 2025’ to provide financial assistance for the development of the logistics and warehousing industry in the State,” the notification stated.
According to the scheme, the eligibility for full benefits is subject to 60 per cent or more Goan employment, while those recruiting less than 40 per cent would be ineligible for any benefit. The duration of the scheme is three years.
The scheme proposes to provide targeted fiscal incentives to eligible logistics and warehousing entities, entitling them to receive Rs 5,000 as a skill development subsidy per Goan worker, up to 1,000 workers per year.
As per the scheme, the reimbursement of 10-15 per cent of eligible fixed capital investment, up to Rs 50 lakh per unit, would be provided, along with a 50 per cent interest subsidy for 3 to 5 years, up to Rs 25 lakh per annum.
For stamp duty and registration charges, government will provide 100 per cent reimbursement, subject to a cap of Rs 10 lakh. Electricity duty (cold chain units) will be 100 per cent reimbursement, capped at Rs 5 lakh per annum.
The Directorate of Industries, Trade and Commerce (DITC) shall serve as the nodal agency for implementation. An Incentive Review Committee (IRC), chaired by secretary (Industries), shall evaluate and recommend claims under the scheme.
