Illegal speed-breakers a bane in Mormugao

Speed-breakers have to be certified by traffic police and notified by the Collector

It was actually meant to break speed but unfortunately ithas become a back breaking exercise.

Off the 26 speed-breakers in Mormugao taluka, except forfour speed breakers laid on NH-17A and NH-17B, rest all are laid without anyspecific size or shape.

Surprisingly, equal number of illegal speed-breakers hasbeen laid on roads by elected representatives from village panchayats andMormugao Municipal Council by merely adopting a resolution.

As per the standard procedure the place mentioned, wherespeed-breakers have to be laid, in a resolution must be duly certified by thetraffic police and subsequently notified by the South Goa Collector.

“We have records of 26 notified speed-breakers in Mormugaotaluka. There is possibility that equal number of speed-breakers may have beenlaid on internal roads of villages and municipal areas without notification,”said Vasco Traffic Police PI S Narvekar.

As per 2005 government notification, speed-breakers shouldbe specific in size and shape depending up the nature of the roads.

It should be maintained by PWD road section to ensure thatspeed-breakers are painted with black and white colour, luminous paint/stripsor embedded with cat-eyes.

However, ground reality shows otherwise. Most of thespeed-breakers are either not painted or those that have been painted, thepaint has worn out.

The 2005 notification mandates an Assistant engineer, PWD,to periodically monitor the maintenance of the speed-breakers and submitmonthly reports to the district magistrate.

In the event of failure to comply with the provision, theMagistrate is empowered to call for an explanation from the concerned engineerand recommend disciplinary action.

“Local leaders from village panchayats and municipal councilwith the help of people lay illegal speed-breakers merely by adopting aresolution,” said PWD Assistant Engineer Diego Pereira. 

“All the present speed-breakers were laid during mypredecessor’s tenure. In the last four years we have not laid a singlespeed-breaker. I have prepared an estimate to rectify the speed-breakers andaccordingly have written to PWD officials,” said Pereira.

Earlier, councilor Saifullah Khan had laid threespeed-breakers in his ward at Katem-Baina, merely by adopting a resolution.
