Being 99.7 pc literate as good as being illiterate

The Goa government proudly boasted via various avenues that Goa is now 99.7% literate. My question is what is the point of being literate when:  Unemployment sees the worst rank in India and many educated people are now migrating out of Goa. The basic understanding on needs for environmental preservation is missing i.e.  Protecting trees (including heritage ones), saving hills, water bodies. Goa is now one of the most corrupt states in India. The state of democracy is at such a disgraceful level, where corrupt MLAs jump and change party ideologies so easily. Sickening civic sense where garbage and sewage is dumped without a second thought. Poor maintenance of government buildings, bus/railway stations, hospitals, food markets and a sickening lack of hygiene. Rash driving by many residents and poor road quality/lack of proper signs etc by the ruling dispensation. Educated people voting for semi-literate/corrupt and incompetent politicians.  Lack of courage of many Goans to speak out against corruption, poor governance, massive illegalities, targeting of genuine activists by politicians, and disdain for following the law. Given these points I guess being literate is as good as being illiterate.
