Recently there was an incident in Loutolim, where a caterer was found by angry locals to be dumping waste on a plateau. I think this was just one of the few culprits who got caught but this dumping on hills/plateaus is a major issue in Goa. Some days back, a local activist posted videos on social media where construction debris was dumped on some other plateaus. The Goa government must address this dumping menace on priority in 3 ways: Inform people where such type of materials can be dumped; heavily fine the violators and cancel the business /operating licences of the violators. Needless to say I am pessimistic that the highly corrupt Goa government will do anything about it and the only hope is that local residents will be made aware and possibly use local governing body/legal means to take the violators to task.
