With a warning to refrain from using political connections, the Ministry of Home Affairs (MHA) had just recently directed suspended IPS Officer A Koan to submit his defense in connection with the ‘misconduct and misbehaviour’ allegations.
“The Disciplinary Authority proposes to hold an inquiry against Dr A Koan, IPS (AGMUT 2009) (under suspension)… He is directed to submit a written statement in his defense within 15 days of receipt of this memorandum and also to state whether he desires to be heard in person,” reads the official letter dated January 31, 2024.
The memorandum has also cited Rule 18 of the All India Services (Conduct) Rules, 1968 under which no government servant shall bring or attempt to bring any political or external influence on the superior authority pertaining to the service matters.
“If any representation is received on his (Koan) behalf… it will be presumed that Dr A Koan is aware of such a representation and action will be taken against him for the Rule violation,” it adds.
