The South Goa Planning and Development Authority (SGPDA), on the other hand, has told the Margao civic body to clear outstanding dues to the PDA amounting to a whopping Rs 1.67 crore in view of the installation of the Bio Gas Treatment Plant installed in the PDA retail Market.

In fact, SGDPA Member Secretary Sheikh Ali had dashed off a letter to the Margao Municipal chief officer in July last, requesting the civic body to pay to the PDA authority an amount of Rs 1,67,97,822.00 at the earliest.

The SGPDA has claimed that the PDA had given the go-ahead to set up the bio-gas plant in the PDA retail market complex in October 2013 on the ground that the plant would solve the wet garbage problem in the retail market and also the project would fetch revenue to the authority.

Though the project was commissioned in the year 2001, the SGPDA has maintained that the authority has not received any revenue till date from this bio gas treatment plant nor any rent of the land allotted to this project from MMC. “It was understood by the PDA that the profit @ 20% will be shared with SGPDA which will be used for the improvement of the SGPDA Market Complex. The Authority was directed to make a suitable agreement between SGPDA and DTPL for revenue sharing maintenance and transfer of the Asset”, the PDA member secretary had stated in his letter to the MMC.

While the Bio Gas Treatment Plant was commissioned in the year 2021 by the MMC and the Project in charge M/s Deer Tree Technologies Pvt Ltd, the Member Secretary said the SGPDA has not been made a part of the operation and maintenance of the Project installed in SGPDA property, adding that no wet waste generated in the PDA retail market every day is being processed at the bio-gas plant.
