The Goa Waste Management Corporation (GWMC) has again invited Requests for Qualification (RFQ) from bidders to design, finance, build, operate and maintain a 100-tonne-per-day (TPD) solid waste processing facility at Bainguinim for 15 years.
This is the corporation’s fourth attempt to move ahead with the long-delayed project aimed at addressing the State’s growing waste problem. The facility will include recycling and sorting lines, segregation units, biomethanation and composting systems.
It will be implemented on a Design, Build, Finance, Operate and Transfer (DBFOT) basis under a Public-Private Partnership (PPP). The bidder will bear the capital cost, while GWMC will provide a monthly Gross Annual Operational Support Grant (GAOSG) during operations. No capital cost will be paid.
First proposed in 2019 as a 250 TPD plant, the project faced repeated revisions and delays due to technical issues, administrative hurdles and public opposition. Capacity was later reduced to 100 TPD, with previous tenders failing to draw qualified bidders or being stalled procedurally.
Local residents, supported by panchayats and political leaders, have opposed the facility over environmental, odour and health concerns, demanding it be moved to a less populated site. GWMC insists it is essential for strengthening Goa’s waste network and reducing landfill use.
The deadline for RFQ submissions will be announced shortly.
