Deepastambh digital platform begins trial to cut paper use and improve internal processes

Lok Bhavan, Goa has begun the New Year with two key institutional steps to strengthen its internal administration and governance systems.
As part of the first measure, the New Durbar Hall within the Lok Bhavan premises has been renamed as Zuari Hall. The term ‘Durbar’ is linked to colonial-era administrative practices. The new name has been chosen after the Zuari river, reflecting Goa’s natural and cultural heritage, and is said to be in keeping with present-day democratic values and constitutional principles.
The second measure involves the move towards a paperless administration with the reactivation of the existing e-Pass system, along with the introduction of a new in-house digital platform called ‘Deepastambh’. The platform has been developed by Lt Cdr Abhishek Dhiman, ADC to Governor Pusapati Ashok Gajapathi Raju, with the aim of gradually reducing and eventually eliminating the use of paper in daily administrative work.
According to Lok Bhavan, the Deepastambh system is expected to improve institutional security by replacing manual processes with automated ones and reducing operational gaps. It will integrate the e-Pass system that was first developed in 2019, creating a single digital framework to handle appointments, approvals, access control, file movement, internal movement management and inter-departmental coordination within the Lok Bhavan premises.
Officials said that once fully operational, the system will help improve administrative efficiency, strengthen record management and enhance institutional oversight. The integrated digital platform is currently in the trial stage.
