Mapusa sub-registrar: Public suffer

Building has no lift facility; No toilet for public visiting the offi ce; No water connection

Locating the sub-registrar’s office at Mapusa housed in amulti-storied building is one huge task.

The winding staircases to the building lead from one passageto another confusing a first time visitor to no end.

The building itself sports a dirty and shabby look. Althoughthe building is relatively a new structure it clearly shows lack ofmaintenance, as is in most of the government buildings.

The sub-registrar’s office at Mapusa caters to a hugepopulation of Bardez. They face hardships as the office lacks basicinfrastructure.

The office deals with different types of registrationlike  civil registration of marriages andsub-registration of documents such as sale deeds, gift deeds or any transactionpertaining to immoveable property; notarial functions; registration of formssuch as partnership forms and registration of societies etc.

The office is situated on third floor in a private buildingwhich was purchased by the department.

The building has no lift which inconveniences people, asthey have to climb many steps. Many elderly people visit the office forregistration of will.

Secondly the office has no toilet facility for the public.Although there is a toilet for the staff there is no water connection. Thestaff manages with limited water for which alternative arrangement has beenmade.

 “We face majorproblems especially when we have elderly clients who have to be physicallypresent in case of ‘registration of will.’ Lack of lifts force them to climbsteps. The government should have thought before investing in such office,”said advocate Cipriano Barreto.

Mario D’Souza a visitor to the office said: “I had come toobtain a birth certificate of my uncle who was born in 1969. Instead oflocating it I have been told to search it by myself.”

“We are currently falling short of at least 7-8 staff.Further if anyone goes on leave pressure mounts further, as on daily basis weregister more than 40 documents,” said C Pissurlekar, Sub Registrar of Bardez.

On the poor infrastructure he said: “I will send a reminderto my superiors. The previous sub registrar has already informed them but sofar nothing has been done”.
