In a major announcement in the State Budget, Chief Minister Pramod Sawant on Friday proposed reservation in government jobs for orphaned persons and the creation of a special quota for them in the education sector from the upcoming financial year.
Sawant also said that advertisement to fill up 2500 vacancies in the government sector would be released this year through the Goa Staff Selection Commission and that as per the government’s Recruitment Rules, Goa Human Resource Development Corporation (GHRDC) employees will be provided with reservation in entry-level posts in various government departments based on requirement.
“From this financial year, my government proposes to provide reservation in government jobs for eligible orphaned persons and to create a special quota for them in educational institutions,” CM said in the Budget while announcing to implement the policy to regularise all contractual employees who have rendered 10 years or more of service in government departments.
A special cell in GHRDC has been proposed to train and upskill youths from the State to employment opportunities abroad. “To create employment opportunities for Goan youth abroad, I propose to establish a special cell in GHRDC. This cell will train and upskill youth from the State and coordinate with various international organisations and companies across the world to facilitate placement of skilled manpower,” he said.
CM also proposed to enhance the honorarium given to GHRDC employees and confirming them in service under the relevant policy.
Sawant informed House that since its inception, the Goa Staff Selection Commission (GSSC) has issued eight advertisements to fill 2,500 vacant posts. “I am pleased to inform this House that 1,100 candidates have already been recommended to the government for various posts through a transparent and merit-based competitive selection process. In the coming period, around 2,500 more posts will be filled through the Commission,” he said.

Meanwhile, through GIPARD, the government has proposed to conduct specialised capacity-building programmes for government employees in various domains in collaboration with professional bodies such as ICAI and ICSI and for which provision of Rs 15 crore has been made.
Stating that the government has taken possession of a plot in Ayodhya after paying Rs 25 crore for the construction of “Goa Shri Ram Nivas”, Sawant said that work will commence in the current financial year.
He also said that the construction of “Goa Yatri Bhavan” at Vashi, Navi Mumbai, will begin this year, while the land has been allotted in Pandharpur for the construction of “Shri Vitthal Rakhumai Goa Yatri Nivas.
At present, the Goa State Information Commission functions under the administrative control of the Department of Information and Publicity. The government has decided to bring it under the administrative control of the General Administration Department.
