Administrator to forward names to govt for action

As the June 24 deadline set by the South Goa Administrator of Comunidades ended on Tuesday, a couple of comunidade bodies from South zone have replied back to the notices insisting they could not hold elections for the triennium 2025-27 for lack of quorum.
A total of 30 out of the 90 comunidade bodies from South Goa had received notices by the South Goa Administrator of Comunidades Abhijeet Nikam earlier this month to Show Cause why these bodies should not be declared as comunidade in default.
When The Goan contacted Nikam on Tuesday to shed light on the number of comunidade bodies which have replied to the notices, he said around 3-4 bodies have replied saying they could not hold the election for lack of quorum.
Asked about the fate of the 30 comunidade bodies now given that most of the bodies have not replied, while only 3-4 bodies have replied to the notices, the Administrator said since he is guided by the Amendment to the Code of Comunidade he will forward the names of comunidades, including those which have filed their replies to the government to take appropriate action.
The Administrator has invoked Art. 181-A, Clause (1), which states “Notwithstanding anything contained in this code, in the event a comunidade is unable to hold election of the members of managing committee within the time limit specified in Article 47 due to non-constitution and non-deliberation of the Comunidade as per the provisions of Article 34, the Administrator shall after holding such inquiry as he deems fit declare such comunidade as ‘Comunidade in default’.
“I will send my report to the government on the 30 comunidade bodies which did not hold election for the Triennium 2025-27 after completing the laid down rules. The government will take a call on the question of giving a tag ‘Comunidade in default’ to these bodies,” he added.
Stakeholders who wish to be heard in person have been given the opportunity to appear before the Administrator for a personal hearing on July 1, 2025 at 11.30 am onwards either in person or through a duly authorised pleader.
