Draft CZMP 2019 received, sent to institutions for comments: CM

Explains process for selecting agency to do job

Chief Minister Pramod Sawant, who holds the Environment portfolio, has informed the Goa Legislative Assembly in the just-concluded session that the draft plan for CZMP 2019 has been received by the Department and has been forwarded to all the government departments/corporations/autonomous bodies for seeking their comments.

He was replying to an Unstarred Legislative question raised by Velim MLA Cruz Silva seeking to know the present status of the CZMP plan for Goa.

When further asked for details on the process followed to select any agency to carry out the work, the Chief Minister further stated that the Ministry of Environment, Forest & Climate Change has issued a memorandum listing out institutes that are notified for the preparation of the Coastal Zone Management Plan under the CRZ Notification, which are as follows: The Director, Space Application Centre, Jodhpur, Tekra Ambawadi Vistar P.O. SAC, Ahmedabad; The Director, Centre for Earth Science Studies (NCESS), Ullor Akkulam Road, Thiruvananthapuram, Kerala 695031; The Director, Institute for Remote Sensing, Anna University, Sardar Patel Road, Kottupuram, Chennai-600025; Institute of Wetland Management & Ecological Design, B-04, LA Block, Sector II, Salt Lake, Kolkata; The Joint Director, Hydrography Maritime Safety Information Service, 107-A, Rajpur Road, Post Box No. 75, Dehradun, Uttarakhand - 248001; The Managing Director, National Institute of Oceanography, Raj Bhavan Road, Dona Paula Road, Panaji; The Director, National Centre for Sustainable Coastal Management (NCSCM), Chennai.

Saying the Department of Environment & Climate Change has sought quotations from all the above-mentioned institutes for the preparation of the draft CZMP, the Chief Minister further stated that the Department of Environment & Climate Change received responses from only two institutes, i.e., NCSCM and NCESS.

“The NCSCM has quoted the amount Rs389.45 lakh, while the NCESS has quoted the amount Rs 85.84 lakh. Since NCESS quoted the lowest, the work was awarded to NCESS,” the Chief Minister replied.
