Charges include cheating, forgery, criminal conspiracy, and fraudulent acquisition of land

The Enforcement Directorate (ED), Panaji Zonal Office, has filed a Prosecution Complaint against land grab accused Rohan Harmalkar, Mohammad Suhail, and three others before the Special PMLA Court in Mapusa for cheating, forgery, criminal conspiracy, and fraudulent acquisition of immovable properties across Goa.
This development comes just days after the ED arrested Harmalkar and provisionally attached immovable properties valued at Rs 212.85 crore, located at several prime locations in the State.
The agency is probing an alleged land grabbing and forgery racket against Harmalkar and his associates, Alcantro D’Souza, Estevan D’Souza, Samir Satardekar and Suhail in which he is accused of illegally acquiring large tracts of unattended land and attracting several buyers from Delhi-NCR, Haryana, and other northern states for properties valued at over Rs 1,000 crore.
Original property documents linked to assets worth over Rs 600 crore have also been attached as part of the ongoing investigation.
“Harmalkar conspired with others and orchestrated a meticulously planned criminal enterprise to misappropriate high-value properties in Anjuna, Revora, Nadora, Camurlim, Parra and other adjoining areas falling within Bardez and Mapusa,” the ED stated in its complaint.
The agency alleged that forged genealogical records, fabricated sale deeds, counterfeit wills, manipulated inventory proceedings and other fraudulent documents were used to falsely claim ownership over valuable immovable assets. These were then projected as legitimately held properties, generating substantial proceeds of crime, as defined under Section 2(1)(u) of the PMLA, it added.
