Collector issues orders for crowd control, law and order

Ahead of the ensuing Dussehra festivities, the South Goa District Collector has invoked Section 163 of the Bharatiya Nagarik Suraksha Sanhita, 2023, to issue directions for regulatory, safety, law and order, and disaster preparedness measures during the festival in South Goa district on October 1-2.
The directions were issued in anticipation that prominent temples in South Goa would witness heavy footfall of devotees. The order stated that such gatherings, if not properly managed, may lead to overcrowding and traffic congestion, particularly during evening hours and on Vijayadashami.
Assuming powers under the Disaster Management Act, 2005, and Section 163 of the Bharatiya Nagarik Suraksha Sanhita, 2023, the Collector, Egna Cletus, IAS, has issued directions to the Deputy Collector and Sub-Divisional Magistrates of South Goa District to convene a meeting with the Temple Committees and all concerned for the smooth conduct of the religious function on or before October 1.
The Deputy Collector and Sub-Divisional Magistrates have been told to issue separate Executive Magistrate deployment orders. All Executive Magistrates have been directed to remain physically present within their assigned jurisdictions throughout the duration of the religious function and exercise powers under Sections 153 and 163 of the BNSS, 2023, to ensure public safety and prevent nuisance or disorder.
The Superintendent of Police, South Goa, has been instructed to deploy adequate personnel at all strategic locations to maintain public order, safety, peace, and tranquillity. SDPOs and PIs will be responsible for regulated dispersal of crowds post-function and round-the-clock surveillance of vulnerable areas.
Temple Committees have been instructed to establish clearly demarcated entry and exit points, coordinate with concerned line departments, and maintain an updated emergency contact list. Departmental Liaison Officers from Police, Fire, PWD, Health, and Electricity will maintain active communication during the event.
