Implement helmet rule for pillion riders too

It is learnt that two-wheeler riders and pillion riders accounted for over 70 per cent of the road accident fatalities in the last six months, bringing to the fore once again the importance of helmet use. In Goa, it is mandatory for both the rider and the pillion rider of a two-wheeler to wear a helmet regardless of whether they are on highways or other roads. Failure to comply with this rule can result in a fine. Helmets worn must meet the standards set by the Bureau of Indian Standards (BIS) and should carry the ISI mark as they meet specific criteria for impact resistance, field of vision, and more. However it is observed that in Goa only the riders are penalized if found not wearing a helmet. According to the police, the move to implement the helmet rule even for pillion riders has not succeeded. In case of an accident the pillion rider is equally at risk of suffering a head injury as the rider.  It is necessary to strictly implement the helmet rule for pillion riders as well since life is precious.
