The Inland Waterways Authority of India’s (IWAI) proposal to designate Goa’s inland waterways as national waterways has faced resistance from the State government since 2007. Despite attempts to optimize waterway usage through circulars, the Goa Government’s response has been delayed due to conflicts.
In January 2010, then Chairman SP Gaur highlighted the economic benefits of nationalization, including improved cargo services through inland waterways. However, the then Congress government, led by CM Digamber Kamat, rejected the proposal, fearing a loss of state control over rivers and overlooking the need for significant investments.
The Central government’s proposal promises to cover infrastructure costs, estimated at Rs. 450 to 500 crore, and maintain navigational channels, allowing the state government to retain river control. This arrangement could yield annual tax revenues of up to Rs 850 crore.
The proposal garners support from the mining industry and the Goa Barge Owners Association. The BJP-led government, led by Chief Minister Sawant, should reconsider the former government’s decision, assess the pros and cons carefully, and contemplate declaring the Mandovi, Zuari, and Cumbarjua canal as national waterways.
