In a bid to grant protection from eviction, the State government on Tuesday introduced a Bill in the House seeking to bar the Bhatkars from transferring the houses occupied by Mundkars without their consent.
The Goa Mundkars (Protection from Eviction) (Amendment) Bill, 2026 was tabled by Revenue Minister Atanasio Monserrate, which also says that any transfers done in contravention to the amended provisions would be declared “null and void”.
“The Bill seeks to substitute section 9 of the Goa Mundkars (Protection from Eviction) Act, 1975 (Act No. 1 of 1976) with a view to strengthen the protection afforded to mundkars in respect of their dwelling houses and to prohibit the transfer of a dwelling house by the bhatkar to any person other than the mundkar, while permitting such transfer to a third party only with the prior consent of the mundkar and by a registered instrument in accordance with law, with the mundkar being made a confirming party,” the bill stated.
The Bill also seeks to provide that the bhatkar may transfer the property except the dwelling house without affecting the rights, protection or privileges conferred upon the mundkar under the Act.
“The Bill also provides that any transfer made in contravention of the said provisions as null and void,” it said further.
Monserrate also introduced a bill to amend the Goa Land Revenue Code. The bill seeks to reduce the time period for disposal of conversion applications from 60 days to 45 days.
The government said that the measure is to streamline and simplify the process under the deregulation framework, thereby promoting ease of doing business and ease of living.
