Margao Cong to file FIR against MMC officials, 4 councillors

Say minutes of special meeting manipulated

The Margao Congress Block Committee members on Saturday announced their decision to file FIR/police complaint against MMC Chairperson Damodar Shirodkar, Chief Officer Madhu Narvekar, and Councillors Damodar Varak, Camilo Barretto, Mahesh Amonkar and Lata Pednekar in connection with the minutes of MMC Special meeting dated March 30, 2026.

Besides, they have also decided to file a complaint before the DMA under section 47 and 44(1)(g) of Goa Municipalities Act 1968 for immediate suspension of Chairperson and Chief Officer, and disqualification of the four councillors and to demand for a stay on the confirmation of minutes scheduled on May 20, 2026.

Briefing the media, Margao Congress Block Convener Savio Coutinho  stated that minutes of the Margao Municipal Council meeting held on March 30, 2026 have been allegedly manipulated on the issue of outsourcing of door-to-door waste collection.

Displaying news paper cuttings,  he said that when the subject of the door-to-door waste collection tenders came up before the Council on March 30, majority of the councilors opposed the approval stating that since the term of the Council was to end shortly, the fresh tender process on the basis of revised and enhanced costs could be decided by the new Council. And accordingly the Chairperson Damodar Shirodkar had announced that the matter was dropped; and this fact had been widely published by all the news papers,  Coutinho added. 

Coutinho further stated that everyone knows that none of the two resolutions recorded were actually resolved at the Council meeting, and that neither of four councillors have proposed or seconded the resolutions. 

"However since the names of the four councilors are recorded in the minutes, we are compelled to file the complaints against them as well", Coutinho added; while hoping that the four councillors speak the truth. 

Coutinho stated that the DMA shall be requested to stay the confirmation of the forged minutes and failure of which shall compel us to file a writ petition before the High Court, he warned.
