Speaker cautions MLAs against discussing sub-judice matters

Goa Legislative Assembly Speaker Ganesh Gaonkar on Tuesday reminded members of the House that issues pending before courts and sub-judice matters cannot be discussed on the floor of the State Legislative Assembly, underlining the constitutional and legal boundaries governing legislative debates.
Making the statement at the outset of proceedings on the second day of the ongoing Assembly session, the Speaker said legislators must strictly adhere to established parliamentary conventions and judicial propriety.
He stressed that any discussion or remarks on matters under consideration by courts could amount to a breach of privilege and undermine the rule of law.
“Members are expected to respect the Constitution and the separation of powers. Issues which are pending before courts should not be raised or debated in this House,” Gaonkar said, cautioning MLAs against making references that could prejudice ongoing legal proceedings.
The Speaker also urged legislators to maintain decorum and dignity during debates, noting that freedom of speech inside the House comes with responsibilities.
