Tourism plan sought to shape CZMP

The State Environment Department has directed Tourism Department to submit Tourism Management Plan on priority for incorporation in the Coastal Zone Management Plan (CZMP) 2019, the drafting process of which is under progress.

The Department has also asked the Captain of Ports and Mormugao Port Authority to provide port limits under its jurisdiction for inclusion in the draft CZMP 2019. 

The government has also asked Chennai based agency National Centre for Sustainable Coastal Management (NCSCM) that drafted the CZMP 2011 plan for the State, to provide the 1:25000 scale land use shape files as per CRZ Notification 2011. 

Technical Scrutiny Committee of the Union Ministry for Environment, Forest and Climate Change (MoEF&CC) on CZMP in March recommended the revised draft CZMP maps on 1:25,000 scale only, as per the direction of MoEF&CC for further approval. 

In a communication to the Tourism Department, the Environment Department pointed out that despite informing to provide tourism management plan well in advance, the same has not been submitted and hence the plan has to be provided on priority for incorporation in CZMP 2019, which is in drafting stage. 

The CZMP of Goa prepared as per CRZ Notification, 2011 was approved by MoEF&CC in September 2022; however on overlaying the 1:25,000 scale CZMP maps on the new Bhunaksha (Cadastral) plans notified by the State, subsequently, some slight differences were found and the NCSCM was requested to have a relook on the plans. 

Kerala-based National Centre for Earth Science Studies (NCESS) is appointed to draft CZMP 2019. 

Goa is the only State amongst 11 coastal States whose CZMP 2019 finalisation process has been delayed.
