Vehicle scrapping facility gets all-clear

Goa’s first Registered Vehicle Scrapping Facility is finally expected to begin operations in the coming days with all necessary approvals now in place.

Moreover, to encourage citizens to dispose of ageing vehicles, the State government has announced exemptions on outstanding taxes and penalties for vehicles handed over to the facility.

“All permissions have been obtained, however, there are some teething problems, which are being resolved. The facility will be operational from this month,” an official told 'The Goan'.

The commissioning of the scrapping facility, slated for October 15, was delayed due to pending approval from the Goa State Pollution Control Board. Its Chairman Mahesh Patil had then stated that the Consent to Operate was under consideration.

Meanwhile, to support the “Registered Vehicle Scrappage Policy of Goa, 2023,” the State issued a notification exempting all Goa-registered motor vehicles and handed over to any registered scrapping facility from paying outstanding tax arrears and penalties. This exemption applies to vehicles scrapped up to March 31, 2026.

“In exercise of the powers conferred by sub-section (2) of Section 11 of the Goa Motor Vehicles Tax Act, 1974 (Act 8 of 1974) and for the purpose of effective implementation of “Registered Vehicle Scrappage Policy of Goa, 2023”, the Government of Goa hereby exempts all the motor vehicles which are registered in the State of Goa and handed over to any registered vehicle scrapping facility (RVSF), for the purpose of scrapping, up to 31-03-2026, from payment of outstanding arrears/liabilities of tax and penalty payable on such motor vehicles,” reads the notification already in force.

The facility, at the Madkai Industrial Development Corporation and designed to scrap aging government vehicles, will also cater to private vehicles. As per the Government of India’s guidelines, private vehicle owners who scrap their old vehicles at the facility will be eligible for tax waivers and other incentives for purchasing a new vehicle.
