29% schools miss deadline for green rating programme

Only 104 of 1,055 registered schools have completed SHVR survey aimed at promoting clean & eco-friendly campuses

Nearly 29 per cent of government and government-aided schools in Goa have not registered for the mandatory Swachh Evam Harit Vidyalaya Rating (SHVR) 2025-26 programme.

The deadline to register ended on Sunday, August 31. Of the 1,055 schools that did register, only 104 have completed the survey that allows them to assess themselves on creating a clean, green and inclusive environment.

The Union Education Ministry had asked all States to ensure that affiliated schools register on the SHVR portal or app by August 31, and complete the survey by September 30.

As per Ministry data, Goa has 1,480 Board-affiliated schools. Of these, 1,055 have registered — 482 in North Goa and 575 in South Goa. So far, 41 schools in North Goa and 63 schools in South Goa have completed the survey.

The SHVR 2025-26 was launched in July by Union Education Minister Dharmendra Pradhan. It replaces the earlier Swachh Vidyalaya Puraskar (SVP) introduced in 2016-17. The aim is to help schools assess and improve themselves across six areas: water, toilets, handwashing with soap, operation and maintenance, behaviour change & capacity building, and Mission LiFE (Lifestyle for Environment) activities.

Sources said the Education Department asked school heads to use the Ganesh Chaturthi holidays to finish registration and survey work after the Ministry raised concerns about the poor response. Heads were directed to visit the SHVR website (shvr.education.gov.in) for QR codes to download the Android and iOS apps. Schools can also use the Login/Signup option on the website.

In October, the Ministry will start selecting schools for recognition at the district level. Goa will nominate eight schools: three from rural category-I, three from rural category-II, one from urban category-I, and one from urban category-II.

State-level nominations will take place from November 7 to December 7, followed by national-level cross-checks between December 2025 and February 2026.

Schools will be given star ratings based on their scores, with less than 35 per cent qualifying only for a single star.
