Bio-metric reader no deterrent to ‘latecomers’ in MMC

Has the bio-metric reader helped the Margao Municipal Council to ensure the strict attendance and physical presence of the employees in the civic body?

the goan I networkrMARGAO rrA surprise inspection carried out by Margao Municipal Council chairperson Babita Angle Prabhudesai on Thursday morning revealed that many an employee were found absent from their work place at 9.30 am, with the employees making their presence felt half an hour later. rGiven the situation, the agitated chairperson has mulled memos to the erring staff for late attendance and the administration is likely to initiate action against the employees after the new Chief Officer takes charge in a day or two. “I came to the Municipality exactly at 9.30 am, only to find many employees absence from their place of work. It also came to light that most of the employees made their presence felt half an hour late. This is gross indiscipline and I have recommended action against the erring staff,” rBabita said. r Inquiries by The Goan have only revealed that it is not uncommon to find unscrupulous employees reporting late for office almost every day. And, sources in the municipality are to be believed, there are couple of employees, who report for duties late in the afternoon session, but by punching the bio-metric reader after the morning session. It is learnt that a couple of employees punch the bio metric reader immediately after the morning session ends at 1.15 pm when they are supposed to punch the finger scan only at 2 pm. “These employees then report late for duties, sometimes even an hour later at 3 pm, with the Big Brother sleeping and no officer serious in enforcing attendance of the employees during the evening session,” informed a source in the civic body. rThough the Municipality had installed CCTV cameras in all the sections during the tenure of then Chief Minister Digambar Kamat to keep an eye on the erring employees, the footage was never monitored by the Chief Officers for reasons best known to them, giving the unscrupulous employees freedom to move out of their sections in violation of rules. rQuestions are being raised in the corridors of the Margao civic body whether the bio metric finger scan reader can be programmed in such a way wherein the employees are allowed to punch the devise only 10 minutes before the commencement of working hours. rSources in the civic body further informed that a couple of known employees are often found taking breaks and going out to cafes and restaurants when the Chairperson and Chief Officer are seated in the building.
