Despite three official reminders over five months including a final warning that salaries would be withheld, quite a number of Goa police personnel have blatantly defied transfer orders, openly challenging their very own department.
Reliable information accessed by The Goan reveals that several personnel including middle-ranking personnel, who were among over 1,000 transferred in the past year, have gone a step further – completing their paperwork suggesting they have reported to their new postings while continuing to remain at their existing place.
The situation has raised serious concerns about the discipline within the police force. At Panaji Police Station, nearly half a dozen personnel who were transferred have either not reported to their new postings or have completed transfer formalities only to report to their current station. Personnel identified as Sushant, Nitin and Guraya are among a few others who were transferred to Anjuna, SPCR and Agassaim but are reportedly still stationed at Panaji.
One constable, Attar, has reportedly remained at Agassaim PS for around 12 years, ignoring transfers to Calangute and Verna. Meanwhile, others including Karapurkar and Shetye have rotated exclusively within units of the Goa Reserve Police for nearly 15 years, shifting between A Coy to E Coy without ever leaving the GRP system.
Transfers have been ignored across other units including the Traffic Cell, Local Intelligence Bureau and the Crime Branch, etc. In some cases, officials have been 'transferred' from one place to another but within the same building including the North and South SP offices. Even promotions from constable to assistant sub-inspector have been at the same place of posting for several years.
Traffic personnel named Suraj, Prabhakar, Rupesh and Pratap and some others were moved to various posts in Porvorim, Calangute and Vasco but continue working in Panaji and other existing traffic units.
Similarly, another personnel Ishwar, transferred from Porvorim to Saligao, remains posted at Porvorim. Tiloji, transferred from Calangute to Porvorim, allegedly refuses to leave Calangute. Jayant was moved from Mopa to Mapusa only to be back, albeit without official orders.
Sources further told The Goan that several police constable drivers have also been enjoying their postings for over a decade or two including Roy, Sudesh, Sony, Vikas and Manoj to name a few.
The extent of the defiance became evident after nearly 50 percent of the 704 officers and personnel transferred in September 2024 were found to still be at their original postings.
The first official reminder was issued on January 23, 2025, followed by a second on April 3, with police headquarters directing all station heads and unit in-charges to submit reports and relieving orders.
A review meeting was held on April 4, where it emerged that nearly 850 personnel had failed to report to their new posts over the year. Some had not even been issued relieving letters, while others were relieved but never joined.
Deputy Inspector General of Police, who chaired the meeting, ordered all transfers to be completed within 48 hours. The department also issued a sweeping order relieving all officers and personnel transferred between 2020 and 2025. The deadline passed allegedly without major change.
A third and final reminder was issued on May 26, Monday. The administrative failure comes at a time when Chief Minister Pramod Sawant and Director General of Police Alok Kumar ordered strict compliance with a warning that no personnel should be spared for flouting transfer rules.
