WRD moved proposal based NIOT, Chennai study

The Goa Coastal Zone Management Authority (GCZMA) has granted its green signal for undertaking coastal erosion mitigation measures along vulnerable beach stretches at Ashwem, Coco and Talpona.
The GCZMA during its meeting held last month granted CRZ clearance for the proposal moved by the Water Resources Department (WRD) and also decided not to charge any scrutiny fees since it pertains to mitigation measures along the coastal belt.
The WRD moved the proposal based on the detailed shoreline management study prepared by the National Institute of Ocean Technology (NIOT), Chennai, under the National Hydrology Project with support from the World Bank. The study analyses shoreline changes along Goa’s coast over the period from 1972 to 2020 using satellite imagery and extensive field data.
According to the report, scientific assessments involving UAV-based mapping, DGPS surveys, and seasonal monitoring of waves, currents and sediment movement were carried out to understand long-term coastal dynamics. The findings point to sustained erosion trends at the identified locations, necessitating immediate intervention.
The department has proposed a mix of structural and soft engineering solutions to stabilise these coastlines. At Ashwem in North Goa and Talpona in South, the measures include construction of headlands, dune protection and sand nourishment, along with detached offshore breakwaters to reduce wave energy.
At Coco Beach, near the mouth of the Nerul river, more intensive interventions such as a river training wall, groynes and sand nourishment have been suggested, with an alternative design also considering a sill-based structure.
Officials said the plan is aimed at protecting the coastline from further erosion while maintaining natural sediment flow and beach characteristics.
