RERA Act needs more time, says IIA-Goa

The Indian Institute of Architects (Goa Chapter) has welcomed the government's initiative to publish the draft Real Estate Regulation Act (RERA) rules as part of the process to make the new Act applicable in the state but has questioned the fact that it has been given only ten days to submit their suggestions and objections.

Speaking to The Goan, Architect Manguesh Prabhugaonkar, the Chairman of IIA-Goa has said that the rules have several positives including standardisation of housing, establishing of transparency, etc.
"The rules offer for standardisation of sustainable and affordable housing as well as promoting the use of appropriate construction material and techniques as per the national building codes," Prabhugaonkar said.
He added that they would facilitate the vexed issue of time lines of delivery between promoters and allottees, establish transparency in situations where there are disputes as well as offer for digitization of land records and systems towards properties and create awareness and training and advocacy on these issues.
"The roles and responsibilities of developers, promoters, architects and engineers towards buyers is going to be more accountable vis a vis deliverables and the government in terms of providing infrastructure to follow time lines," Prabhugaonkar said.
He, however, said that understanding RERA and the vast issues it covers would take time and the government should have given more ‘appropriate' time to respond to its draft rather than ten days.
