Amid rising tensions on the border, the South Goa District Magistrate has issued an advisory along with a Standard Operating Procedure (SOP) for air raid alerts and blackout measures.
As per the Civil Defence Manual and national civil contingency protocols, Collector Egna Cleetus has directed that the SOP must be strictly followed by all departments, local bodies, emergency services, and the general public in case of an air raid or blackout.
Air Raid Warning Sirens
These standard sirens will be used across India.
Action RED (Air Raid Alert): A two-minute warbling siren will mean an air raid is likely. Everyone must take the necessary safety steps right away.
All Clear GREEN (Raiders Passed): A two-minute steady hooting siren will mean the danger has passed and normal life can resume.
What to Do During an Alert
The public is advised to move to designated shelters, trenches, or any safe places announced by authorities. “If shelters are not accessible, stay indoors, away from windows and outer walls. Stay calm. Avoid using phones unless it’s an emergency,” the circular says.
Blackout Measures
All indoor and outdoor lights must be turned off or covered completely. Use thick or dark materials to block any light from windows and openings.
Transport Restrictions
Public Transport: Should stop running or operate without lights. All vehicles must stop at the nearest safe place or station.
Private Vehicles: Must be parked off the road with all lights off.
Emergency Ops
Emergency Operation Centres (EOCs) must stay active with backup power, communication tools, and emergency lighting. They must keep constant contact with the military, local authorities, and nearby EOCs. Trained teams should be ready to work in shifts.
After ‘All Clear’ Signal
Only resume normal activities after the GREEN signal is officially given. Any damage, disruption, or casualties must be reported to the nearest Civil Defence office or District Magistrate Control Room. Services and infrastructure must be restored according to recovery guidelines after proper checks.
The Collector has asked all departments and public bodies to share this circular with concerned people and be fully prepared. Not following these instructions will be treated as a breach of civil defence duties under the Disaster Management Act and the Defence of India Rules.
