The Anjuna panchayat has issued a formal show-cause notice to Dynamo Club, a controversial nightlife establishment in North Goa that has frequently drawn complaints over loud music and alleged violations, directing it to explain why allegedly illegal structures on its premises should not be demolished.

The notice, issued under Section 66(3) of the Goa Panchayat Raj Act, follows directions from the office of the Deputy Director of Panchayats, which had instructed the panchayat to take immediate action against unauthorised construction activities allegedly carried out on property bearing Survey No 213 at Anjuna.

According to the panchayat, a site inspection was conducted by the Block Development Officer under instructions from the Deputy Director of Panchayats.

The inspection team reportedly prepared a detailed report, panchanama checklist and rough sketch of the structures, which allegedly revealed construction activities undertaken without prior approval from the panchayat.

The panchayat resolution, adopted during its meeting held on April 22 authorised the Panchayat Secretary to issue the notice to Dynamo Club, represented by Antonio Salvador Custodio De Britto, of Mazal Waddo, Anjuna.

The notice specifically refers to the alleged construction of temporary cottages and a “restro lounge” without obtaining mandatory written permissions.

Under Section 66(3) of the Goa Panchayat Raj Act, no building can be erected, altered, or expanded without prior written approval from the Village Panchayat.

The panchayat has directed the club management to submit a written explanation within 15 days of receiving the notice, along with any documentary evidence, licenses, sanctions or permissions supporting the legality of the structures.

The notice also summons the club representatives for a personal hearing at the Panchayat Office on May 22 at 3.30 pm.

Officials warned that failure to respond within the stipulated period would be treated as an admission that the constructions are unauthorised. In such a case, the panchayat stated it may proceed with demolition action at the owner’s risk and cost without issuing any further notice.

Dynamo Club has previously been the subject of local complaints regarding loud music and alleged violations of operational norms, making the panchayat’s latest move significant amid increasing scrutiny of unauthorised commercial developments in Goa’s coastal belt.
