Captain of Ports issues monsoon advisory to tackle vector-borne diseases

PANAJI: With the onset of the monsoon, the Captain of Ports has issued an advisory aimed at curbing the spread of vector-borne diseases such as malaria, dengue, and chikungunya. The directive targets all vessel operators in Goa, including barge owners, canoe operators, water sports service providers, ship repair yards, and dockyard managers.

The department has stressed the urgent need to eliminate stagnant water, a known breeding ground for mosquitoes, from all maritime and dockyard premises. Barge owners and masters of inland vessels have been specifically instructed to prevent the accumulation of rainwater in cargo holds. Any water that does collect must be drained regularly. Tyres used as fenders must be modified to allow drainage, with holes drilled at the base as a simple but effective solution.

Smaller vessel owners, including those operating canoes and water sports boats, have been advised to store their crafts upside down or cover them with tarpaulin when not in use to avoid rainwater collection. Any accumulated water must be removed immediately.

Additionally, vessel and dock owners are required to ensure that all labourers engaged on trawlers, jetties, docks, shipyards, and repair facilities are screened for malaria. Health cards for these workers must be obtained from the Directorate of Health Services. It is also the responsibility of owners and those in charge of docks and shipyards to ensure that their premises remain free of stagnant rainwater throughout the monsoon season.

The department has urged full compliance from all stakeholders, including operators of barges, passenger ferries, tourist boats, cruise vessels, fishing trawlers, and other mechanised and non-mechanised crafts. The department has warned that non-compliance will be taken seriously and may invite strict action.
