The presence of offshore casinos on the Mandovi has been a contentious issue for over two decades.
At present, six offshore casinos operate in the river off Panaji, despite repeated announcements by successive governments about relocating them.
Successive attempts to shift these casinos either to Aguada Bay, Zuari river or to designated offshore areas have faced strong resistance from local communities, citing environmental concerns, impact on livelihoods and social implications.
The latest incident at Reis Magos highlights renewed fears among villagers that casino operators are seeking alternative berths outside Panaji – sparking grassroots opposition before any formal move is made.
