Competitive bidding abandoned, Rs 304.24 cr 'scam' in Goa: Cong

National spokesman of the Opposition Congress party Pawan Khera has alleged that the Goa BJP government abandoned the 'competitive bidding' mode and allotted some 20 projects to favoured private players on nomination basis, calling it a Rs 304.24 crore scam.

Khera in a written statement released in Delhi said, the projects were awarded to private players without competitive bidding. 

He accused the BJP government in the State of "favoritism" in awarding these lucrative contracts which violate rules and Central Vigilance Commission guidelines.  

He listed a total of Rs 148.66 crore worth of works under the PWD alone which have been carried out without the bidding process and cited a Goa cabinet note as evidence.

"This bypassed the fundamental control that might have scrutinized the projects' necessity and cost estimates," Khera said, and questioned why central agencies like Enforcement Directorate (ED) or Central Bureau of Investigation (CBI) has gone conveniently blind in BJP-ruled Goa when 193 cases against politicians were registered across the country in 10 years.
