The State Government on Wednesday initiated the formation of a State Steering Committee (SSC) to drive the rollout of the Net Positive Panchayat (NPP) initiative and fast-track new and innovative solar projects across Goa.

The decision taken at an inter-departmental meeting chaired by Secretary (Power and New & Renewable Energy) Prasad Lolayekar, IAS, at the Secretariat, focused on strengthening inter-departmental convergence, clearly defining roles and responsibilities, and ensuring the long-term sustainability of the NPP framework.

Officials said the SSC would serve as a coordinating and review mechanism to monitor implementation and ensure accountability among departments.

“The NPP framework was described as being aligned with the Goa Energy Vision 2050, positioning Panchayats as grassroots platforms to advance clean energy transition, energy efficiency, climate resilience and sustainable development. The initiative seeks to translate the State’s long-term energy and environmental goals into community-led action at the village level,” reads a press statement.

The meeting reviewed the NPP Toolkit, with departments invited to submit inputs and suggestions to strengthen its framework. The role of Corporate Social Responsibility (CSR) partnerships was discussed, with emphasis on aligning such collaborations with departmental priorities to ensure scalability and long-term impact.

The Committee also reviewed the implementation of New & Innovative Solar Applications (NISA), including Agri-PV, Floating PV and Urban PV projects. Out of 11 potential NISA sites identified across the State, four have been shortlisted for the preparation of Detailed Project Reports (DPRs).

Officials said that the meeting detailed departmental responsibilities, including the issuance of No Objection Certificates (NOCs) and the review and approval of DPRs.

“The departments concerned committed to providing timely feedback and clearances to facilitate implementation, as the State moves to harness its solar potential under the Clean Energy Roadmap 2050,” it said.
