Mining to focus on beneficiation, processing & value addition: CM

Says it will be part of long-term revival strategy

Pitching a shift from raw ore exports to value-added mineral industries, Chief Minister Pramod Sawant on Tuesday said Goa is focusing on beneficiation, processing and downstream activities as part of its long-term mining revival strategy.

Addressing the International Conference on Iron Ore 2026 in Goa, Sawant urged the stakeholders to keep sustainability at the heart of Goa’s mining revival and ensure environmentally responsible and technology-driven iron ore mining practices are adopted for balanced growth and to protect livelihoods dependent on the sector.

Sawant informed that the State has so far auctioned 18 mineral blocks with an estimated production capacity of 19 million tonnes per annum (MTPA) and that the revival of mining has started restoring economic activity after years of slowdown caused by the suspension of operations in 2012.

The Chief Minister highlighted the government’s focus on scientific utilisation of low-grade iron ore dumps accumulated over decades, describing them as both an environmental challenge and an economic opportunity. “Goa aims to promote beneficiation, processing and value addition while reducing dependence on raw ore exports,” he said.

Recalling the prolonged mining suspension, Sawant said the sector’s closure had triggered one of the toughest economic phases for mining-dependent regions in Goa.

“Goa has made significant progress in the mining revival process. The government has auctioned 18 mineral blocks and this revival has helped restore the economy and industrial activities in the State,” Sawant said adding employment opportunities, transportation activities and port operations linked to the mining ecosystem are gradually returning following the restart process.

The Chief Minister stressed that sustainability must remain the core of all future mining activities.

“Goa is globally recognised not only for its economic potential but also for its biodiversity, ecology, tourism and natural beauty. Therefore, mining activities must balance economic development with environmental responsibility,” he said.

Highlighting Goa’s logistics strengths, Sawant pointed to the role of the Mormugao Port Authority and inland barge transport, describing waterways as one of the most sustainable systems for bulk cargo movement.

He urged industries to adopt mechanised handling systems, covered transportation, dust suppression technologies and digital monitoring mechanisms to minimise environmental impact.

“Responsible mining is essential for long-term economic sustainability and social acceptance,” Sawant added.
