Rane signals no rollback of Section 39A

PANAJI: Amid retired Justice Ferdino Rebello’s “Enough is Enough” campaign over alleged rampant land conversions, TCP Minister Vishwajit Rane on Monday signalled that the government is unlikely to scrap Section 39A of the Goa Town and Country Planning Act dealing with zone changes.

Rane maintained that policy decisions cannot be taken on the basis of memorandums or street protests. “We are elected representatives vested with legislative powers to debate and pass laws in the Assembly. Any decision has to be taken through the legislative route,” he said, noting that Section 39A was passed in the presence of all MLAs.

He added that those seeking change are free to enter politics and pursue reform electorally.

Justice Rebello, former Chief Justice of the Allahabad High Court, has submitted a 10-point charter of demands to the Chief Minister and garnered support from former CJI B R Gavai and former Supreme Court judge Justice Abhay Oka.
