There has been of late very frequent breakdown of water pipelines and other utilities by irresponsible JCB operators in doing works of road widening and underground cables. Here I don't blame the JCB operators but the PWD and the sub contractors hired by them. The JCB operators do not know the ground realities like the pipeline locations but it is incumbent on the PWD or contactors to keep a qualified engineer at the site with a contour plan of that area. Most recently we had a long breakdown of about 18 hours with a major breakdown at Paroda followed by another at Verna near Fr Agnelo Ashram which lasted for about 8 hours both due to JCB digging. Development is required but not by resorting to hardships to the general public. In weather like we are having nowadays where the temperatures rise to 34°- 36°C during the day, this is a blatant irresponsibility on the part of the PWD and their contractors who operate from their air conditioned offices, drawing 7th pay commission salaries and keeping the general public on tenterhooks and at their mercy.
