Questioning Goa's literacy figures

The recent claim of 99.72% literacy in Goa raises more questions than answers. How did the government arrive at this figure? Which parameters were considered? Given the ruling party's history of announcing data without transparency, one can't help but rely on assumptions.  

If we assume the calculation includes only Goan-born individuals who completed primary schooling and currently reside in Goa, what about the migrant population, particularly low-wage labourers without educational qualifications? And what about Goans who obtained education but don't reside in Goa?  

If Goa indeed has one of the highest literacy rates,

why doesn't it reflect in our civic sense? We're plagued by garbage issues, infrastructure problems, deforestation, air pollution, and bureaucratic red tape. The disconnect between literacy figures and ground reality is striking. I urge the government to release detailed data and the methodology behind these claims.
