SAG cracks the whip on sports Associations

Issues guidelines for grants, elections, utilization of funds, request them to submit plan of sports activities

The Sports Authority of Goa (SAG) has issued a long list of guidelines – the do’s and don’ts for the state level sports associations registered with it and which avail of government grants on a time to time basis when it comes to national level championship and other events.

Among other things the SAG has stated that “no office bearer should hold the office bearer’s post for more than 2 terms” and has also stated that “No term of Office of any Association should exceed four years.”

The guidelines state that the associations should function as per the provisions of the constitution and conduct elections on a regular basis and which are to be held “in the presence of the Observers from the respective Sports Federation, member of the Sports Authority of Goa and member of Goa Olympic Association.”

If any amendment is made in the constitution with the approval of the General Body of the Association the same has to be officially informed to SAG and the Registrar of Societies within 8 days of amendment carried out.

The association should maintain a Membership Register of Registered Members, and produce the same once in a year to the Sports Authority of Goa along with the true copies of the same for SAG record, it said.

Regarding maintaining accounts, it said: “The Accounts of the association should be maintained properly and annual audited accounts along with the reports of annual activities organized to be submitted to SAG. The account books, audited statement, should be made available to SAG Officers whenever asked for scrutiny. No annual audited accounts applications will be accepted after completion of the Financial Year.

Regarding grants received the State Sports Association should compulsorily submit the detailed Utilization Certificate from the Chartered Accountant, towards the various grants released of each Tournament / Championship during the financial year, it said.

Among other things mentioned, associations have to submit a tentative plan of activities proposed by them during the financial year and should be submitted latest by 15th March of every year which will help SAG in its planning.

The State Sports Associations have to submit the latest copy of the affiliation letter from the Govt. of India - Ministry of Youth Affairs & Sports, to their respective National Sports Federation, and Renewal of the Certificate from the Registrar of Societies, 1860.

The Sports Association should form their District Committees to ensure that the sports activities are spread to both the districts, it said.

The associations have been urged to conduct competitions at the District and State Level and the Association should also organize Zonal / National level Tournaments for Boys & Girls and Men & Women as per the guidelines of SAG and should organize the coaching camp by taking the assistance of SAG coaches for various age groups to prepare the State teams in advance.

Failure to comply with conditions may invite derecognition of the association.

The Sports Authority of Goa has warned that it may have to initiate steps against the recognition granted to the Sports Association, If it fails to comply the following: - “If the association do not comply or violate the guidelines issued by SAG from time to time or violates its own constitution and the directives of the National Sports Federation. If false information is provided to avail any kind of assistance from SAG. If the report of the activities conducted by the association are not submitted to SAG. If there is misappropriation of funds that are allotted to the Association by SAG.”
