Taxi drivers will be allowed to use multiple apps at same time

In a bid to encourage taxi operators to opt for app-based services, the State government has decided to allow the drivers to use multiple aggregators simultaneously allowing flexibility in picking up passengers and ensuring business.

Transport Minister Mauvin Godinho on Thursday chaired a meeting to discuss the ‘Sarkari Bhade: Drivarachi Udgarat’ scheme under the proposed Goa Transport Aggregator Guidelines 2025. The scheme is aimed at regulating app-based taxi services while ensuring fair policies for both drivers and passengers.

In a statement issued, Godinho said that the department has received largely positive response from the taxi operators and further consultation will be conducted incorporating public opinion before finalizing the policy.

Under the scheme, Godinho said that drivers can use multiple apps simultaneously, allowing flexibility in picking up passengers and will have to follow the government-approved fares for every trip booked through the app.

A minimum fare will apply for the first three kms of every trip and that the app-based taxis will not require installing fare meters.

Godinho said that the aggregator will have to obtain a licence from the State Transport Authority for a period of three years and must onboard only drivers with a valid Goa PSV badge and Goan taxis with valid permits, ensuring local participation. “Aggregators must provide Rs 10 lakh health insurance for all on-boarded drivers,” he said.

The aggregators will have to settle the payments on the same day or will face a 25 per cent penalty per delayed payment.

“Penalties for non-compliance include Rs 50,00,000 for operating without STA approval and Rs 5,00,000 for violating fare and license conditions,” the Minister said.

A Grievance Redressal Mechanism will also be set up to address payment disputes, with annual compliance reports ensuring transparency.

Godinho said that the drivers would be eligible for insurance reimbursement — up to 50% (₹20,000) for all drivers and 100% (₹30,000) for female drivers, along with a ₹1 lakh subsidy for purchasing a new EV.

“This initiative is a significant step towards empowering local taxi operators, securing fair earnings for drivers, and providing passengers with a transparent and well-regulated taxi service across Goa,” he said.
