760 did not collect disbursement letters

The Goa government on Monday admitted that 2,713 applications under the Laadli Laxmi scheme are pending disbursement.
Minister for Women and Child Development Vishwajit Rane informed the Goa Legislative Assembly that while some cases would see bills forwarded to the Directorate of Accounts in the first quarter of the next financial year (2025-26), others have already been sent for processing.
However, he pointed out that around 760 cases remain unresolved as the beneficiaries, despite being informed via SMS, have not collected their disbursement documents from the department. “As per Old Scheme guidelines beneficiary has not collected disbursement documents from the Department despite being informed through SMS,” he said, replying to a starred question from MLA Nilesh Cabral. The reply further mentioned that these cases date back nearly a decade, from 2013 to 2023.
Moreover, 141 Laadli Laxmi applications are pending scrutiny with M/s Goa Electronics Ltd. The minister explained that these cases would be processed while explaining that applications deemed “eligible” would be sanctioned, with bills forwarded to the Directorate of Accounts through the State Treasury, depending on the availability of funds.
“Those marked as “incomplete” will only be sanctioned once the required compliance is received from the applicants. Applications “marked to the Committee” will be sanctioned based on the Committee's decision and fund availability,” he added.
To an unstarred question from MLA Aleixo Lourenco, Rane clarified that there are currently no pending approvals under the married category. He stated that all applications, which were earlier kept on hold due to incomplete documentation but have now complied, have been sanctioned.
“Currently, there are no approved Laadli Laxmi applications with the department from applicants who had applied after attaining 18 years of age and later submitted their marriage certificates and bank details. All eligible applications under the married category have been sanctioned and cleared,” he further said.
