Doctorate awarded for research benefitting disaster management in Goa

Director of Fire & Emergency Services Nitin Vassudev Raiker has been awarded the degree of Doctor of Philosophy (Ph.D.) in Sociology by NIILM University, Kaithal-Haryana.
Dr Raiker’s research study titled ‘Sociological Impact of ICT on Disaster Management in the State of Goa’ focuses on how technology can improve disaster preparedness, communication, and response in Goa.
The study is based on inputs from more than 1,000 people, including Goan residents, tourists, local businesses, and government officials. It examines how people in Goa receive, trust, and use information during disasters.
The research shows that while tools like mobile alerts, warning systems, and apps are helping improve disaster response, there are still some challenges. He found out that not everyone has equal access to mobile phones, internet, or digital knowledge, especially in rural and vulnerable areas, while people trust information more when it comes from local sources such as panchayats, community leaders, or local networks.
Dr Raiker also observed that although people are aware of disaster risks, many are not fully prepared or trained to respond effectively, while there is a need for better two-way communication so that people can also report emergencies and seek help.
The study will be consider highly relevant for Goa, especially considering its coastal location, tourism, and vulnerability to floods, cyclones, and other emergencies.
Dr Raiker’s study suggests practical steps to strengthen disaster management in the State, such as improving internet and communication access across all areas of Goa; providing alerts in local languages like Konkani and Marathi; increasing awareness and training among citizens; using systems that allow people to communicate back during emergencies; and building stronger trust between the public and government agencies.
The research highlights that technology alone is not enough. Effective disaster management in Goa depends on people’s awareness, trust, and participation along with strong systems. Overall, the study emphasises that combining technology with community engagement and inclusive communication is key to building a more resilient and disaster-ready Goa, and the Disaster Management Cell should consider these findings for future improvements in disaster preparedness and response.
