The decision to directly recruit eligible candidates for the posts of Deputy Superintendent of Police (DySPs) is because the recruitment rules mandate that a certain number of DySPs be directly recruited, Chief Minister Manohar Parrikar said.
Responding to reports of discontent within the police ranks that the decision to directly recruit persons for the posts instead of internal promotions, Parrikar said that those officers of the rank of PI could directly apply for those advertised posts and not wait for internal promotion.
"Some DySP posts have to be filled by direct recruitment. Else the posts will remain vacant. Else we won't have enough DySPs then there will be an uproar that the DySPs are not enough. The RRs are very clear. There are some 14 or fifteen vacancies which have been advertised. All PIs can apply for this direct recruitment and they will have the advantage because they have knowledge in the exam. In addition they have an age relaxation of five years. So direct recruitment does not mean that the department people have been ignored," Parrikar said.
He said that as per the promotion policy that was being followed prior to this adhocism was rampant and as a result all the current DySPs were actually PIs their promotions were adhoc. "For the first time 10 DySPs have been regularised," Parrikar said.
The regularisation was as a result of the internal review of all administrative matters that were being undertaken by the department.
"There was a lot of adhocism in GPSC posts. The departments used to not finalise the promotions because it involved a lot of backend work including finalising seniority lists and the like. So in the last six months we have set all this straight. Starting April we have managed to clear more than 1200 ad hoc appointments and regularise the service of many government servants. Some departments are still left. Their situation is very serious. In those departments the exercise is on,"
Parrikar said.
