The Goa Human Rights Commission (GHRC) on Monday directed the Goa Police to take immediate steps to deploy lady cops at the Dabolim Airport police station.
The directions were given to Superintendent of Police (Headquarters) Vishram Borkar, as the Commission heard the complaint filed by Adv Aires Rodrigues over non-deployment of lady police and other human rights violations at the Dabolim Airport police station.
The three-member GHRC headed by Justice P K Misra, also comprising of retired District Judge A D Salkar and J A Keny directed to initiate urgent steps to provide other basic amenities including toilet and drinking water at the airport police station.
The Commission adjourned the matter to October 27 for a detailed reply of the Chief Secretary and the DGP on steps taken by the government.
Pointing out that thousands of people arrive at Dabolim airport every day and many are women and young children, Adv Rodrigues on Monday submitted before the Commission that it was very shocking that not a single lady police has been posted at Dabolim Airport police station to attend to the women and children who may need assistance.
He also drew the attention of the Commission that the police staff at Dabolim Airport police station were working under very inhuman conditions without a toilet, no drinking water and with 15 staff having to rest on mere two beds at night.
Stating that as per the court guidelines, every police station needs to have a woman police officer available round-the-clock for dealing with crime involving women, he also stated that women detainees are required to be supervised and searched by female officers and the law enforcement authorities cannot ignore the requirement of sufficient women staff to ensure the protection of the rights of female complainants, suspects, arrestees and detainees at the Dabolim Airport police station.
“Absence of women police at the airport police station will force the male police to act in situations which would compromise and affect the dignity of the women which could amount to a serious invasion of their Human Right,” stated Adv Rodrigues.
He further said the Dabolim Airport police station lacks basic amenities with no toilet, no drinking water and no proper facilities with the police staff having to work under inhuman conditions besides there not being 24-hour CCTV surveillance at such an important police station.
Adv Rodrigues has sought that the Chief Secretary and the Director General of Police be directed to explain as to how they have in violation of human rights standards and practice failed to deploy lady police staff at Dabolim Airport police station and justify how other basic amenities have not been provided.
